SBA 7(a) Loan Requirements, Rates and Terms (2026)

To qualify for an SBA 7(a) loan, a business must be an operating, for-profit business located in the U.S., small under SBA size standards, in an eligible industry, unable to get the same credit on reasonable terms elsewhere, and creditworthy, with a reasonable ability to repay. A bank or other SBA-approved lender makes the loan, and the SBA guarantees part of it. Loans go up to $5 million. Terms run up to 10 years, or up to 25 years for real estate. Rates are negotiated, but on variable-rate loans the SBA caps them at the prime rate plus 3% to 6.5% depending on the loan size, which was 10% to 13.5% in September 2026. The SBA reviews a standard 7(a) loan in 5 to 10 business days; the lender's own process takes longer.

Quick answer: SBA 7(a) requirements are set by the SBA: for-profit, U.S. based, small under SBA size standards, an eligible industry, no reasonable credit elsewhere, and able to repay. Lenders add their own credit and collateral standards. The maximum is $5 million ($500,000 through SBA Express), the SBA guarantees up to 85% of loans of $150,000 or less and up to 75% above that, terms run up to 10 years (25 for real estate), and variable rates are capped at 10% to 13.5% as of September 2026.

Part of our guide to SBA Loans: Which Program Fits Your Business?.

What are the SBA 7(a) loan requirements?

The SBA sets seven eligibility requirements. A business must:

  • Be an operating business
  • Operate for profit
  • Be located in the U.S.
  • Be small under SBA size requirements
  • Not be a type of ineligible business
  • Not be able to get the desired credit on reasonable terms from non-government sources
  • Be creditworthy and show a reasonable ability to repay the loan

Since March 1, 2026, the SBA also requires every owner of the business, direct or indirect, to be a US citizen or US national whose principal residence is in the US. Lawful permanent residents (green card holders) can no longer own any share of a 7(a) or 504 borrower.

Those are the program rules. The lender then applies its own underwriting on top, and that is where most applications are decided:

  • Credit. The SBA does not publish a minimum credit score on its 7(a) pages. Many SBA lenders look for a personal score of about 650 or higher, some from 620. That is typical lender practice, not an SBA rule.
  • Time in business. The SBA lists starting a business as an eligible use, so a new business can qualify. Many lenders still look for two or more years of history, because repayment is judged on cash flow.
  • Collateral. For loans of $50,000 or less, the SBA does not require collateral. From $50,001 to $500,000, the lender follows its own collateral policy for similar loans. Above that, the SBA considers a loan fully secured when the lender takes the assets being bought or refinanced plus available fixed assets, up to the loan amount. A loan is not to be declined only because collateral falls short.
  • Cash flow. The lender checks whether the business can carry the new payment on top of what it already pays. Our Business Loan Calculator: Monthly Payments and How Much You Can Borrow runs that math on your own numbers.

What is the maximum SBA 7(a) loan amount?

The maximum SBA 7(a) loan is $5 million. Loans made through SBA Express are capped at $500,000, and a 7(a) Small loan is $350,000 or less. The most the SBA will guarantee on any one loan is $3.75 million.

Since July 4, 2026, a business can combine 7(a) and 504 loans for up to $10 million in SBA-backed financing, double the earlier $5 million combined limit, under a rule the SBA announced on May 18, 2026.

What is the minimum SBA 7(a) loan amount?

The SBA does not publish a minimum 7(a) loan amount on its program pages. Individual lenders set their own minimums. If you need $50,000 or less, the SBA microloan program is built for that size.

How much of a 7(a) loan does the SBA guarantee?

The SBA guarantees up to 85% of 7(a) loans of $150,000 or less, and up to 75% of loans above $150,000. SBA Express loans carry a 50% guaranty. The guaranty protects the lender, not you: you owe the full loan.

What is the maximum SBA 7(a) loan term?

A 7(a) loan runs for the shortest term the business can repay, up to 10 years, unless it finances real estate or equipment with a useful life longer than 10 years. Real estate can run up to 25 years, including extensions. A loan for equipment or leasehold improvements can add up to 12 months to finish the installation or the work.

What interest rate do SBA 7(a) loans charge?

Rates are negotiated between you and the lender, but the SBA caps them. For variable-rate loans, the cap is a base rate, usually the prime rate, plus a spread that depends on the loan size. With prime at 7.00% in September 2026, the caps work out as follows:

Loan amountSBA maximum variable rateAs of September 2026
$50,000 or lessPrime plus 6.5%13.5%
$50,001 to $250,000Prime plus 6.0%13.0%
$250,001 to $350,000Prime plus 4.5%11.5%
More than $350,000Prime plus 3.0%10.0%

The right-hand column moves when prime moves. Fixed-rate loans have separate maximums, which the SBA publishes for lenders. A cap is a ceiling, not a quote: your lender can offer less.

What fees do SBA 7(a) loans have?

The main one is the SBA's upfront guaranty fee. The lender pays it and may pass it on to you. For loans approved from October 1, 2026 through September 30, 2027, on loans with a term longer than 12 months, it is:

Loan amountUpfront fee
$150,000 or less2% of the guaranteed portion
$150,001 to $700,0003% of the guaranteed portion
$700,001 to $5,000,0003.5% of the guaranteed portion up to $1,000,000, plus 3.75% of the guaranteed portion above $1,000,000

For loans of 12 months or less, the fee is 0.25% of the guaranteed portion. For loans of $700,000 or less to manufacturers, certain food supply chain businesses and businesses in rural areas, the upfront fee is 0%.

As a worked example (derived): a $500,000 loan with a 75% guaranty has a $375,000 guaranteed portion, so a 3% fee is $11,250.

The lender also pays the SBA an annual service fee of 0.55% of the guaranteed balance, and may not pass that one on to you. Other fees a lender may charge you are limited by SBA rules.

Prepaying early. On loans of 15 years or longer, paying off 25% or more of the balance in the first three years costs 5% of the prepaid amount in year one, 3% in year two and 1% in year three.

What can SBA 7(a) funds be used for?

The SBA lists these uses:

  • Buying, refinancing or improving real estate and buildings
  • Short and long-term working capital
  • Refinancing current business debt
  • Buying and installing machinery and equipment
  • Buying furniture, fixtures and supplies
  • Changes of ownership, complete or partial
  • Any combination of the above

How long does it take to get an SBA 7(a) loan funded?

The SBA's own review takes 5 to 10 business days for a standard 7(a) loan and 2 to 10 business days for a 7(a) Small loan. On SBA Express loans the lender makes the credit decision without SBA review. The full timeline, from application to money in your account, depends on the lender and on how complete your file is. For stage-by-stage timing, see SBA 7(a) Loan Processing Time: How Long It Really Takes.

How much do business owners ask for?

In our study of more than 1,000 funding applications, just over half asked for $50,000 or less, roughly a third asked for $75,000 or more, and roughly one in five asked for $100,000 or more. Above $50,000 is past the microloan cap, which makes 7(a) the main SBA route for that group. The figures are self-reported by applicants and describe what they asked for, not what they were approved for. See the TopFunders Small Business Funding Study.

How to apply for an SBA 7(a) loan

  1. Find an SBA-approved lender. You apply through a bank or other lender, not the SBA. The SBA's Lender Match tool connects you with participating lenders.
  2. Check that you meet the SBA requirements above, and ask the lender what it adds: credit, time in business, collateral and cash flow.
  3. Prepare your file. Every 7(a) loan requires SBA Form 1919, the borrower information form. Lenders commonly ask for business and personal tax returns, financial statements, a debt schedule and a use-of-funds statement.
  4. Underwriting and approval by the lender, with SBA review unless the lender has delegated authority.
  5. Closing and funding.

What if a 7(a) loan is not the right fit?

If you need less than $50,000, the microloan program may suit you better. If you need the money in days rather than weeks, online term loans and lines of credit move faster and usually cost more; see What Business Financing Costs before you compare.

Frequently asked questions

What are the requirements for an SBA 7(a) loan?

The SBA requires a business to be operating, for-profit, located in the U.S., small under SBA size standards, in an eligible industry, unable to get the credit on reasonable terms elsewhere, and creditworthy with a reasonable ability to repay. Every owner must also be a US citizen or US national living in the US. Lenders add their own credit, collateral and cash-flow standards.

What credit score do I need for an SBA 7(a) loan?

The SBA does not publish a minimum credit score on its 7(a) pages. Many SBA lenders look for a personal score of about 650 or higher, some from 620, as typical lender practice rather than an SBA rule.

What is the maximum SBA 7(a) loan amount?

The maximum is $5 million, or $500,000 through SBA Express. The SBA guarantees at most $3.75 million on any one loan.

What interest rate does an SBA 7(a) loan charge?

Rates are negotiated with the lender, but variable rates are capped at the prime rate plus 3% to 6.5% depending on the loan size. With prime at 7.00% in September 2026, that is 10% to 13.5%.

How long can an SBA 7(a) loan run?

Up to 10 years for most uses, and up to 25 years including extensions for real estate.

Can a startup get an SBA 7(a) loan?

Yes. The SBA lists starting a business as an eligible use of 7(a) funds. Many lenders still look for two or more years of history, so a startup typically needs a strong plan, owner equity and collateral to get approved.

Does an SBA 7(a) loan require collateral?

Not for loans of $50,000 or less. Above that, lenders follow their own collateral policies, and larger loans are secured by available assets, but a loan is not to be declined only because collateral falls short.

Does TopFunders.ai make SBA loans?

No. TopFunders.ai is not a lender and not an SBA lender. It introduces business owners to funding partners, and each partner makes its own decision.

The bottom line

The SBA 7(a) loan is the SBA's most flexible program: up to $5 million, for almost any business purpose, with rates capped by the SBA. The requirements the SBA sets are broad. The ones that decide your application are the lender's: credit, cash flow and collateral. Check both before you apply, and ask any lender for the full cost, including the upfront guaranty fee, in writing.
